Seasonal Dip, but Stronger Than 2024

The drop from May to June reflects the usual summer slowdown, when the sports calendar thins out before football season returns. Even so, June’s results were much stronger than the same month in 2024. Higher win rates for operators helped offset the lighter betting volume, keeping revenue and taxes on pace with previous highs.

A Competitive, Mobile-First Market

Virginia’s betting market continues to be one of the most competitive in the country, with 14 mobile operators and three retail casinos active as of June 2025. While many brands are present, industry leaders FanDuel and DraftKings dominate the market, consistently holding the largest share of wagers and revenue.

Where the Taxes Go

Virginia channels 97.5% of sports betting tax revenue into the General Fund to support state programs, while 2.5% is directed to the Problem Gambling Treatment and Support Fund. In June, that translated into more than $217,000 earmarked for responsible gambling services.

Outlook for 2025

With football season on the horizon, Virginia’s sports betting market is expected to climb back toward the $600–700 million monthly handle range seen earlier in the year. The state’s mix of mobile convenience, expanding retail casinos, and a broad operator field positions it to remain among the top-performing markets in the U.S.
